Development of PV and battery storage sites

For more than a decade, AHP has supported the development of photovoltaic (PV) sites for a range of investors and operators, covering both ground-mounted systems and rooftop installations. To date, projects supported by AHP have resulted in installed PV capacity exceeding 120 MWp. Additional development projects currently underway represent more than 250 MWp of further capacity.

AHP tasks and services

Site securing (ground-mounted PV plants):

  • Identification of suitable areas and sites, GIS analysis, and preparation of GIS-generated maps and corresponding site lists
  • Review and evaluation of the land register, cadastral records, and standard land value documentation,
  • · Assessment of the planning-law baseline (zoning/land-use status), review of existing public-law plans and documents, identification of the competent permitting authorities and the public agencies to be involved,
  • Direct outreach and exploratory discussions with landowners and, where applicable, current land users to assess willingness to sell or lease, clarify feasibility, commercial expectations and prospects of success,
  • For BESS sites: provision of the land-register details required for the grid connection request and the landowners’ powers of attorney,
  • Support to the client in negotiations with landowners through to conclusion of a purchase or lease agreement,
  • Where applicable, procurement of the data and documents required for the purchase or lease agreement,
  • Where applicable, support to the client in negotiations with land users (tenants/leaseholders) regarding termination and compensation agreements.

Review of spatial planning requirements and privileged status under the German Renewable Energy Act (EEG),

  • Review of spatial planning requirements, EEG privileged status
  • Obtaining official cadastral (ALK) data; preparation of GIS maps,
  • If desired: communication with the utility/grid operator regarding the grid connection point (GCP),
  • Obtaining powers of attorney from landowners, including consents for the required building encumbrances (Baulasten),
  • Coordination with the district authority, municipality and building permitting authority,
  • Coordination with public agencies and other statutory consultees,
  • Support/coordination of surveying and specialist planning,
  • · Schedule controlling and process management for registration of building encumbrances (Baulasten).

Development planning / land-use planning (if required for non-privileged sites):

  • Management of specialist planners across all service phases,
  • Coordination with the municipality to initiate a local development plan (Bebauungsplan) / obtain the formal resolution to start the process,
  • Coordination and drafting of the urban development agreement between municipality and investor,
  • Schedule controlling and process management for nature conservation/species protection up to completion of the species protection assessment,
  • Schedule controlling and process management for early public and authority participation,
  • Schedule controlling and process management for public display
  • Schedule controlling and process management to achieve planning maturity pursuant to Section 33 of the German Building Code (BauGB),
  • Schedule controlling and process management through to legal effectiveness of the development plan (B-Plan),
  • · If applicable: support for amendment of the land use plan (Flächennutzungsplan) from the resolution to amend through to adoption and publication.
